Multiple Measures Bonus

In addition to the design incentives and technical assistance, projects utilizing Comprehensive Design Support or Modified Design Support may qualify for a further bonus through implementation of multiple energy-efficiency measures (two or more approved measures). The New Jersey SmartStart Buildings Multiple Measures Bonus equals up to 10% of the total incentives for individual energy-efficiency measures.

Conditions and Eligibility

Applicants for the comprehensive bonus incentive must adhere to the following requirements:

The applicant/customer must have participated in either the Comprehensive or Modified Design Support offerings, including computer simulation or analysis that documents savings opportunities. Customers may also apply for the bonus incentive if they have conducted analysis and design steps equivalent to the Design Assistance offering without taking advantage of the offering. The Commercial/Industrial Market Manager retains the right to review the customer’s analysis results and design documents in making a determination of eligibility for the incentive.

The project must include identified lighting measures plus at least one other Prescriptive energy-efficiency measure type:

  • Unitary HVAC equipment
  • Chiller HVAC equipment
  • Variable frequency drives
  • Motors
  • Gas water heating
  • Custom measures
  • Gas heating and/or cooling

Bonus incentives apply only to equipment that is eligible under Modified Design Support and that is installed by the customer.

Projected energy use for the total project must be 10% or more below the project’s negotiated base case design to receive the bonus incentive.

Baselines will be based on current construction practices which, in most cases, exceed current New Jersey code. The customer’s design team will propose a base case which will be subject to review and negotiation by the Design/Simulation Specialist. The applicant’s project base case must include the prescriptive energy efficiency measures that the applicant is applying for under Modified Design Support; that is, the estimated net energy savings used to demonstrate eligibility for the bonus incentive must be reduced by the amount of savings provided by the prescriptive incentives.

Interactive energy savings due exclusively to the prescriptive measure installations are not to be counted toward the bonus (e.g., HVAC savings due to lower wattage lighting under Modified Design Support).

The comprehensive bonus will be calculated based on the approved prescriptive incentive amount, as documented in the Prescriptive Measures Application(s). The bonus incentive application will be finalized upon:

  • Completion of the detailed design of energy-efficiency measures, and
  • Final agreement between the customer and the Commercial/Industrial Market Manager on the proposed baselines and building/system design/equipment selection.

The Commercial/Industrial Market Manager reserves the right to negotiate with respect to:

  • Equipment/design baselines,
  • Equipment selection, design approaches, and
  • Incentive levels.
