New Jersey Solar Transition

In April 2006, the New Jersey Board of Public Utilities approved an expanded Renewable Portfolio Standard (RPS) which calls for 20% Class I Renewables by 2020 and includes a minimum requirement of 2% New Jersey solar.
In May 2006, an RPS Transition Working Group was formed to consider various financing models to support the continued growth and expansion of New Jersey’s solar market. The principles and models being considered by the RPS Transition Working Group were originally outlined in a series of White Papers.
The Board has held meetings in 2012 to review the EDC SREC program recommendations:
- Review of the solar data for the current EDC SREC programs - this is currently being developed by Rutgers CEEEP with data input from the EDCs.
- Draft SACP schedule.
- SA EDC SREC petition.
- Options for addessing the increased supply
- In January 2012, a Request for Comments was issued and the following responses were received.
- SREC Pipeline Transparancy Proposal
- NJBPU Straw Proposal for the EDC SREC Programs and Solar RPS
- Notice of Public Hearing in the Matter of the Extension of the EDC's SREC Programs and the Solar RPS - March 22, 2012
- Comments Received to the BPU Straw Proposal: Part 1 - Part 2
- EDC Long-term Financing Analysis (CEEEP)
There are no further meetings scheduled. The next step is that Staff will provide a series of recommendations, based on the comments presented during this process, to the Board for their consideration. After the Board makes a decision on the EDC SREC Programs, the Working Group may convene again.
