PJM-EIS GATS Transition

UPDATE October 16, 2009

The transition of the SREC tracking system and all New Jersey SREC and REC accounts from Clean Power Markets to PJM-EIS GATS is complete. 

The transition team consisted of representatives from the New Jersey Board of Public Utilities, PJM-EIS, Clean Power Markets, and the New Jersey's Clean Energy Program Market Manager team.  Workly closely with new and existing SREC and REC account holders, the transition team offered three voluntary transition opportunities and one final mandatory transition.  The following has been successfully transitioned to GATS:

  • 2,960 SREC and REC accounts
  • 3,516 generating units comprising 85.541 MW of distributed renewable energy generating capacity
  • 7,186 SRECs and RECs

New Jersey SREC Tracking System and Behind-the-Meter RECTransition

The New Jersey Board of Public Utilities determined that all New Jersey behind-the-meter REC and SREC account holders must begin using the Generation Attributes Tracking System (GATS) operated by PJM-Environmental Information Systems (PJM-EIS) to account for generation occurring in June 2009 and later.

This means that your account with the SREC tracking system formerly administered by Clean Power Markets (CPM) Inc. has been transitioned to GATS.  If you did not elect to transition your current REC or SREC account to GATS during one of the three voluntary Early Transition Options, your account was transitioned to GATS during the Default Transition and is now available for use.

How Will the Transition Affect Me?

Whether you participated in one of the early transition options or the default transition, your existing REC or SREC account with CPM has been moved to GATS.  Here is some information about changes you can expect from the transition. 

  • Account Data Transfer / GATS Registration:  Your former CPM account balances (certificate balances and partial MWh carryovers), and basic information about your generating unit, werel transfered automatically to GATS.  Historical account and transaction data was not transferred.
  • Default Transition:  Your CPM account is now closed and your account information has been transferred to GATS. To activate your GATS account you must log in to your GATS account and begin recording energy production occurring on or after June 1, 2009.
  • Deadline for Entering 2009 Production Data:  If you entered actual production data on a monthly basis for your generating unit you will need to continue to do so through your GATS account.  Note that GATS accounts allow entry of backdated monthly production data for a calendar year through the January production data entry deadline of the following year.  Therefore, the last day to enter all calendar year 2009 energy production data into GATS will be January 28, 2010.
  • Generators Using Estimated Production:  If your generating unit is eligible to have estimated monthly production data entered automatically, GATS will continue to provide this service without interruption.  
  • Certificate Creation Schedule: GATS creates certificates (RECs or SRECs) at the end of the month following the month in which the generation occurred.  This certificate creation schedule is later than that currently supported by the Clean Power Markets platform, which creates certificates on the 5th day of the month following the month in which the generation occurred.  Account holders should be aware of the difference in certificate creation schedules between the two platforms.
  • Escrow Functionality:  GATS will not initially support the escrow functionality present in the CPM platform.
  • SREC 2-Year Life Clarification:   While not strictly related to the transition, SREC account holders should be aware of their options for selling and holding SRECs.  Effective on March 16, 2009, the RPS rules were amended to give SRECs a two year life.  On May 28, 2009, BPU staff released clarification of the RPS rules for SREC carry forward.

    ONLY SRECs based on energy generated on or after June 1, 2009 are eligible for the 2 year SREC life.  SRECs issued based upon energy generated on or after June 1, 2009 would thus be eligible for RPS compliance in Reporting Years 2010 or 2011.  SRECs issued based on energy generated between June 1, 2008 and May 31, 2009 are only eligible for RPS compliance in Reporting Year 2009."  The complete posting is linked here.
