Financial Incentives and Benefits

The New Jersey Home Performance with ENERGY STAR Program (HPwES) offers financial incentives on energy efficient improvement packages. The more energy savings measures you decide to install, the greater the incentive you may be eligible to receive. Enhanced incentives are available based on the home's estimated total energy savings (TES), as a result of energy efficient measures installed. The table below breaks down the incentives offered by the program and requirements for eligible measures.* 

Health & Safety Benefits

From audit to completion safety to the customer comes first. Your contractor will identify any potential health and safety issues during the initial audit (assessment). Any issues that arise will need to be addressed before any energy efficiency improvements can be made through the program.

 NJ HPwES Customer Incentives and Requirements for Single Family Homes and Townhouses through July 30, 2017 (See new incentives for Multifamily Buildings) 

Incentive Tier Requirements Customer Incentive

 Tier 1

Home Assessment/Energy Audit: To be eligible for HPwES incentives, a homeowner must have a home assessment (audit) performed by a certified contractor

None

Tier 2

Estimated total energy savings (TES) of 5% to 19.9%.
 
Must install air sealing, must install insulation in at least one location and must address health & safety issues.

May also install additional insulation upgrades, duct sealing, duct insulation and water heater measures from the eligible measures list.

$2,000 rebate, not to exceed 50% of the costs of the eligible measures used by your contractor to calculate TES

and

Up to a $5,000 loan at 0% with a 7-year maximum term where a utility financing offer is unavailable

Tier 3

Level 1 - Estimated TES of 20% to 24.99%. 

Must install air sealing, must install insulation in at least one location and must address health & safety issues.

May include additional measures from the eligible measures list.

$3,000 rebate, not to exceed 50% of the costs of the measures used to calculate TES and 

and

Either up to a $10,000 loan at 0% with a 7-year maximum term or 4.99% financing with a 10-year maximum term up to $15,000 where a utility financing offer is unavailable

Tier 3

Level 2 - Estimated TES from all work must total at least 25%.

Must install air sealing, must install insulation in at least one loaction and must address health & safety issues.

May include additional measures from the eligible measures list.

$4,000 rebate, not to exceed 50% of cost of the measures used to calculate TES

and

Either up to a $10,000 loan at 0% with a 7-year maximum term or 4.99% financing with a 10-year maximum term up to $15,000 where a utility financing offer is unavailable.*

Program details and incentives are subject to change. Commitments are not to exceed budget. The funding will be available until June 30, 2017 or until the funds are fully exhausted, whichever comes first.

*Incentives and Requirements Notes:

  • Appliances, lighting, doors, and windows are not eligible measures for program incentives.
  • The measures used to calculate TES may also include health and safety measures and qualified accessories, as listed on the NJ HPwES eligible measures document, as a component of the installation of eligible measures.

Loan & Repayment Options for Single Family or Townhouse projects:

  • NJ Credit Union, cuGreenLoans, offerings: 
    • 0% loan with a 7-year term up to $10,000 for Tier 3 projects (20%+ estimated Total Energy Savings, TES*) or a 0% loan with a 7-year term up to $5,000 for Tier 2 projects (5%+ TES).  
    • 4.99% loan with a 10-year term up to $15,000 for Tier 3 projects (20%+ TES)

For either NJ Credit Union option:

      • To apply over the phone or for other information: 888-966-8969
  • Energy Finance Solutions (EFS) offerings:a  0% loan up to $10,000 for Tier 3 projects and 0% loan of up to $5,000 for Tier 2 projects. Estimated total energy savings (TES), are  calculated by your contractor through program software. Your project must achieve at least 5% TES to be eligible for program offerings.
      • 0% loan with a 7-year term up to $10,000 for Tier 3 projects (20%+ estimated Total Energy Savings, TES*) or a 0% loan with a 7-year term up to $5,000 for Tier 2 projects (5%+ TES). 
      • 4.99% loan with a 10-year term up to $15,000 for Tier 3 projects (20%+ TES)
    • South Jersey Gas offerings for South Jersey Gas heating customers only:
      • 0% loan with a 7-year term up to $10,000 for Tier 3 projects (20%+ estimated Total Energy Savings, TES*) only  (underwritten by Energy Finance Solutions, EFS).
      • 4.99% loan with a 10-year term up to $15,000 for Tier 3 projects (20%+ TES)
    • New Jersey Natural Gas (NJNG) offerings for New Jersey Natural Gas (NJNG) customers only:
      • New Jersey Natural Gas offers a Repayment Program to their customers, as noted below.  NJNG Repayment Program applications are available through HPwES contractors.   
        • For Tier 3 projects (20% estimated Total Energy Savings, TES), NJNG customers are eligible for 0% financing up to $10,000 with a 7-year term or 4.99% financing up to $15,000 with a 10-year term.
        • For Tier 2 projects (5%+ TES), NJNG customers are eligible for 0% financing up to $5,000 for with a 7-year term.

If you have already received a HPwES rebate for a particular property, you will only be eligible for additional incentives if you have not exceeded the above incentive caps. For details, see the Frequently Asked Questions.

If your project is selected for a quality control (QC) inspection, the rebate will be processed after the QC inspection is complete, and the project has passed inspection.
