Financial Incentives and Benefits to Customers

The New Jersey Home Performance with ENERGY STAR Program (HPwES) offers financial incentives on energy efficient improvement packages. The more energy savings measures you decide to install, the greater the incentive you may be eligible to receive. Enhanced incentives are available based on the home's estimated total energy savings (TES), as a result of energy efficient measures installed. The table below breaks down the incentives offered by the program and requirements for eligible measures.* 

Health & Safety Benefits to Customers

From audit to completion safety to the customer comes first. Your contractor will identify any potential health and safety issues during the initial audit (assessment). Any issues that arise will need to be addressed before any energy efficiency improvements can be made through the program.

2014 NJ HPwES Customer Incentives and Requirements for Single Family Homes and Townhouses (See new incentives for Multi-family Buildings) 

Incentive Tier Requirements Customer Incentive

 Tier 1

Home Assessment/Energy Audit: To be eligible for HPwES incentives, a homeowner must have a home assessment (audit) performed by a certified contractor

None

Tier 2

Estimated total energy savings (TES) of at least 10% and less than 20%.
 
Must install air sealing.
 
May install insulation and may also install duct sealing and duct insulation measures.

Participants may also include water heater measures from the eligible measures list.

$2,000 rebate, not to exceed 50% of the costs of the eligible measures used by your contractor to calculate TES

and

Up to a $5,000 loan at 0% where a utility loan is unavailable

Tier 3

Level 1 - Estimated TES of at least 20% and less than 25%. 

Must install at least two measures including air sealing from the eligible measures list.

$4,000 rebate, not to exceed 50% of the costs of the measures used to calculate TES and 

and

Up to a $10,000 loan at 0% where a utility loan is unavailable

Tier 3

Level 2 - Estimated TES of at least 25% or greater.

Must install at least two measures including air sealing from the eligible measures list.

$5,000 rebate, not to exceed 50% of cost of the measures used to calculate TES

and

Up to a $10,000 loan at 0% where a utility loan is unavailable*

Program details and incentives are subject to change. Commitments are not to exceed budget. The funding will be available until June 30, 2015 or until the funds are fully exhausted, whichever comes first. Please note funding is now exhausted for oil, propane and municial electric customers who are interested in the program; however, new funding will become available July 1, 2014.  

*Incentives and Requirements Notes:

  • Appliances, lighting, doors, and windows are not eligible measures for program incentives.
  • The measures used to calculate TES may also include health and safety measures and qualified accessories, as listed on the NJ HPwES eligible measures document, as a component of the installation of eligible measures.
  • Incentives are payable only upon satisfactory project completion.

Loan & Repayment Options for Single Family or Townhouse projects:

  • 0% loan up to $10,000 for Tier 3 projects and up to $5,000 for Tier 2 projects is available through Energy Finance Solutions (EFS) or NJ Credit Union League, cuGreenLoan
  •  EFS Materials
  • cuGreenLoan
  • 0% Loan up to $10,000 (20%+TES) available through South Jersey Gas. To apply, click on EFS links in first bullet as loan is underwritten by EFS.
  • 0% On-bill Repayment Program (OBRP) up to $10,000 for Tier 3 projects and up to $5,000 for Tier 2 projects is available to New Jersey Natural Gas (NJNG) customers.  NJNG OBRP applications are available through HPwES contractors.

If you have already received a HPwES rebate for a particular property, you will only be eligible for additional incentives if you have not exceeded the above incentive caps. For details, see the Frequently Asked Questions.

If your project is selected for a quality control (QC) inspection, the rebate will be processed after the QC inspection is complete, and the project has passed inspection.
